Try disabling "Enhanced Tracking Protection" on paypal.com in Firefox using the shield icon to the left of the page address.

Or try another browser.

Same issue here. Only text part of PayPal checkout is loaded on every device (pc, phone, iPad). But cant login.

paypal app is working fine, the problem is only with EBay paypal checkout

Have you tried different browsers? Or the eBay app?

A few months ago in the UK there were many complaints about eBay pages loading without formatting information -- just text. It turned out that two or three major internet service providers had an issue with the "child safe" filter settings blocking CSS (cascading style sheet) information. In that case, turning off the child safe settings or switching to another provider allowed the pages to load correctly.

If possible, try checking out with a mobile device when not connected to the usual service provider WIFI.
