All users, but particularly new users or users that have not been involved in many transactions lately, have limits on how much they can bid on or buy at any given time, both the total amount and the number of transactions.

Any time you place a bid on an auction, that amount counts toward your open transaction limit until the auction ends with another winner or else you win and pay. As you complete more purchases without problems, your limit will be raised. Linking a credit card or bank account to your PayPal account, and linking that to your eBay account can also raise your limit.

Looking only at your feedback, since your account information is not public, I can see feedback received for two recent transactions, and only two others in the last six months. If there is a large enough gap between transactions, eBay may have lowered your transaction limit as dormant accounts are at risk of being hijacked.

Aside from the suggestions at that link -- make sure your payment methods are current and that your PayPal account is linked to your eBay account, pay for any outstanding transactions -- the only other suggestion I can offer is to try to bid on items one at a time to avoid having multiple outstanding bids or offers count toward your open transaction limit. Bid once as late in the auction as possible, and if you win, pay immediately before bidding on, offering or purchasing the next item.

 

Over time, as you complete more transactions successfully, your limit will increase.
