Is there a Template or App to get the Profile Picture to fit within the confines of the circle? It looks centered but when I reopen eBay then the picture is out of bounds or no longer centered.

It is possible that eBay is resizing the circle so that the picture's narrowest dimension becomes the new diameter of the circular image, which in your case would crop your image to lose the front and back of your vehicle.
If you have a more square version of your image, that may prevent the resizing.

This is how it looks after saving edit, but then it changes when I close and then reopen eBay.

I tried resizing smaller but the picture is expanded and then it is worse. I tried keeping the same picture size by just resizing the image within the picture but then it is off center from top to bottom. I tried moving just the image up and down and it it just right then save it. Look good to start with but then next day it is off center again.

If you can get a square image so that your entire vehicle fits inside a circle inside that square, your profile image should fit in your profile without cropping or stretching.

Very good, I will try cutting and pasting into a square instead of using a rectangle picture.

I reduced the picture to 80% and it looks like it worked this time.
I will play with the larger boarder and see that also.
I do not find any instructions but it seems the picture need to be a certain size and like you said square.

I did it with you picture. It is 453 X 439. This came out ok also. So I guess the key is 400 to 450 pixels square picture and in this case the focus of the picture is the car and it is 360 pixels across. Of course this could be all different depending on the picture.
I print many 1/2" Round Inventory Labels' There is a template that you must remain within the confines of and then the labels come out just fine.
