Problem with "Sell Similar" using Shipping Policy that allows the new International Shipping.

I have two shipping policies set up to use with the New International Shipping Program.  All listings under those shipping policies show that they ship to outside of the U.S.

When I end one of these listings and "sell similar" (using the same shipping policy) the new listing will show that it only ships to the U.S.   I spent some time on the phone with an agent the other day about this and he tried to fix the problem but couldn't. 

The only way I've found to get the new listing to show that it ships outside the U.S. is to list it first with one of my shipping policies that only ship within the U.S. and then go in to revise it to the correct shipping policy.  It will then show that it ships outside the U.S.    This is very time consuming.

There has got to be a technical issue to why it's not picking it up the first time.

Instead of using sell similar from another listing, can you create a listing template to work off?

yeah me too, unbelievable.some ads I revise don't change at all.This has been going on for over a year and still not fixed. I understand why alot sellers went to amazon.Ebay has become so ridiculous since 2020 splitting from paypal more complicated,higher selling rates,constant glitches,wait 3 days for pay outs etc.
