If it's any comfort ... I'm having the same issue on just a few listings, mostly recent but a few older as well. It's very frustrating and not good for business. I'm going to call ebay. Hope it gets resolved soon.

It's a known tech issue affecting both app and web; eBay is working on it.

Things like this typically get high priority so hopefully we'll see a fix today.
