Currently, your account profile says that you are registered in the United States. This is the default for new accounts on eBay USA (ebay.com). That is why it is expecting a US phone number.
You need to change your registered address first. You need to choose the country first. Once you have changed the country, then wait a few seconds for the page to reformat itself. Then you will be able to enter your address in the correct format used in your country, and enter your phone number on the same page.

Unfortunately, I don't know if eBay supports registering an account in Iraq.
