Other eBay account erroneously linked to my PayPal

I'm not certain if this is classified as a technichal problem or not, but I want to share my recent experience of an unknown Ebay account that was linked to my Paypal (turns out the account holder had the same name as I do).

 

This week I started receiving credits (yes credits) to my PayPal account showing items sold from an eBay seller account that wasn't my own. I immediately thought someone was attempting some kind of fraud, but the seller seems legit, and I've never heard of a scam that gives you money, right?

 

In any case I contacted both eBay and PayPal customer services, and although they were quite pleasant to deal with, they were not able to identify, isolate, nor resolve the issue. Each one told me basically they were powerless to affect change to the situation. They could only log it and issue refunds to buyers.

 

I spent over five hours total including wait times on hold, and all they could do for me was tell me to contact the member myself and resolve it.

I did this, but two massive questions remain:

 

1) How is it possible to accidentally link a PayPal account through an email address typo? That would be a bit of an oversight, right?

2) How is it that two/one multi billion dollar companies cannot solve an absurd issue like this?
