On my Watch List page, I have to use the arrow up to view the top of a page.

This has been going on for over a month. This is unnacceptable for such a major company. When will this be corrected?

Are you using the eBay link on your My eBay pages to get to the Watch List?

Or are you using an old bookmark? Perhaps one with a "#GoTo380" or similar tag in the URL (usually at the end of the address)? I recall an older version of the Watch List, that when reloaded after deleting items would start at the top of the list rather than the top of the page.

I may have shared an old "All Lists" link with that #Goto tag in it -- I used that at one point. If you edit that bookmark to delete the #GotoXXX from the URL and load it again, the page should start from the top.
