Account Emails with an + style alias are allowed and work however some notifications might drop the + and everything before it. I've only experienced the issue with the Seller Refund notification (A sold item has a request for refund) so far but other's might have issues too. Listing, Purchases, and Purchase Update notification work without issue.
I reached out to support and they told me it was a "glitch" that was resolved but I think this might be a bug as I received another notification to the "wrong email".
Expected
Account Email: John+Doe@email.com
Refund Notifications sent to John+Doe@email.com
Actual
Account Email: John+Doe@email.com
Refund Notifications sent to Doe@email.com

A plus sign in theory is allowed in an email address but more and more email systems are rejecting them for "security reasons".
If you need to use aliases I suggest you use the actual alias options offered in your email system rather than the plus method.
