I had this issue a few weeks ago. I had to end all promotions and start them again. In my case I had changed the end date to a later time but when the original end dated came they just stopped working even though the promotions showed they were not supposed to end till the next month. A ebay rep I spoke with said if you have to make changes to the promotion other than adding or deleting items the changes tend not to go into effect and the promotions have to be started from scratch.
