I have been dealing with a seller who scammed me and will not allow me to return the item. I have contacted eBay through email multiple times and they have not fixed the problem. They just tell me my item is not returnable. I have contacted emails again to them and now I am being ignored. Is there any way to contact a customer service with a live person to speak to?

How did the seller scam you?
I don't think Ebay has email support, they call you.
When did you receive the item?
Have you tried the MBG?
Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

If this was the item, it was sold through the Authenticity Guarantee program, and the seller doesn't accept returns. So if you received it, it must have passed the authenticity check and matched the description, so the sale is final. That is why you can't return them.

Assuming that you've received the item, but want to return it because it's not as described, you have 30 days after the date you received the item to open an item not as described case with eBay per the eBay Money Back Guarantee, which ALL buyers as well as sellers need to read, preferably BEFORE making purchases.
So, can you return here and tell us exactly when you received this item? If it was August 17th, you need to open that NAD case right now. You do not need to contact eBay or speak with someone.
I hesitate to say this, but you've taken the wrong approach to your issue.
