Listing Fixed Price adding "Best Offer Option" on it's own.

Selling a handful of things fixed price 3-8 dollars, and started receiving a bunch of offers trying to shave dimes and quarters off the price.  I figured I had mistakenly left the OBO option  on.  So I made a point of leaving this option off in the next batch of listings as the last thing I did before pressing "List Now."   When the listing posted the best offer option was turned on anyway and I had to manually go into each listing and turn it off with the revise listing function.

Is this working as intended for seller convenience/appeal or is this an issue?  Because while it's a useful tool for most items.  It's rather annoying to receive offers of 3.75/3.80/3.85/3.86/3.87 etc.  on a 4 dollar item with free shipping.

The Quick Listing form enables Best Offer automatically.

I haven't seen the issue you mentioned.  That is annoying if it really happens that way.

Did you use Sell Similar to start the new listings?

Perhaps try creating an entirely new listing with the Advanced Listing Form.
