Item Not Received - infinite loop

Item not received: eBay emailed me to say that from 31 Jan I can ask them to step in on item. But how? 

 

There is no link in the email to ask for this in the list of open items. 

 

There is no link in the Resolution Centre entry for the dispute.

 

If I go to Contact Us, I get to the section which says: 

Select the item you need help with

 

and there is the item shown. If I click it, nothing happens (there is no Next button). If I double-click, the page reloads as it was before I clicked. Whatever I do, there is text below saying:

To help us send your report to the right agent, please give us more details by selecting an item or entering an item name or number. Follow the instructions to complete your report.

 

If I fill in the item number, same problem.

 

Round and round I go. What am I meant to do?
