Previously used the Global Shipping program. Am told that I am now enrolled in the new International Shipping program. Some of my listings do indeed appear to be listed with this shipping option. However, some listings, no matter what I do, won't allow me to include International Shipping. Customer service attempts (many) are completely useless. What am I missing?

Can you post some item numbers for us to look at @pjiiimax?
Most common reasons why EIS won't appear include:
- package size/weight exceed the EIS limits
- item or category is restricted
- error in how you set up the shipping section of your listing (or your biz policy if you use biz policies)

AFAIK: I am below the $$ limit and the selling category does not appear in any lists that I can find of restricted items: in fact I have seen similar items being sold and they had International Shipping option. Dimensions and weight for item was included in listing. Not sure what I might have done wrong vis-a-vis biz policies?

eBay's published list of restricted items/categories is incredibly limited. In part it's because each country has different import restrictions that can change at any time, but in my opinion they could make the published list more comprehensive than it is.
Most likely this is not a tech error, but an item that's being restricted.

Items (or more accurately, categories) can also be put on the eIS prohibited/restricted list for reasons associated with the carrier, @wastingtime101. It might be that the AI scanning this particular listing saw a US$1700 collectible item described in the title as “RARE!” and concluded that it would be difficult to insure whatever it is. (I say “whatever it is” because the AI isn’t sophisticated enough to ID what the item is precisely.)
Personally, @pjiiimax, I think you may have dodged a bullet here. Collectibles seemed to be a problematic category for the GSP and so far, it appears to me to be an iffy one for eIS. If you were to get this item past the eIS AI and it sold to a non-US buyer, I suspect there’s a good chance it would get stopped at the eIS hub and eventually liquidated, or worse, destroyed. And of course you’d have an unhappy buyer on your hands.

I have found nearly identical items that are listed with the International Shipping program: so it's not an item category issue AFAIK. So nearly identical items: same category, size, weight: I suspect it could be the shipping options. It does seem counter-intuitive but the one listing I have that made it into the Int Ship. Prog.: I chose domestic shipping options, but just below where it asks for international shipping I checked "none". I did that for the listing in question, but no dice. If I do select Int Shipping, it shows up as an item that I have to ship overseas, not one that can go via the Int. Ship. Prog. Something is not right.

@pjiiimax, I’m in Canada, for what it’s worth. I know eBay’s search function is a bit eccentric, but when I searched for listings similar to the one you shared with us, the results had very few planes from the United States, and the US ones that did come up were selling for considerably less than yours, except for one.
Read into that what you will.

Forgot to add that the seller of that plane had it listed in Collectibles under “carpentry tools”-> “planes”. I’m wondering if your listing this particular item as an “other collectible tool” may be tripping up the eIS AI.

If you select an international shipping option, that means you are offering direct shipping.
To offer EIS you would not select any international shipping option. EIS is an account-level setting, not a listing-level setting, so setting up a direct shipping option at the listing level will override EIS.
So if you make the necessary adjustments to your shipping policy and still don't see EIS on the listing, that means the item itself is being restricted.

I deleted all the shipping policies and made sure that Int. Shipping was not selected within the single policy being used for my now single listing. Still no luck. I did find a listing for a nearly identical item that has the International shipping option: item number 155615867546
Other than his listing being an auction and my listing being fixed price, seems very similar. Perplexed?
