Internal application error? What does this mean?

When trying to update ads I am frequently receiving a message "Internal application error" Please try again later.  This is very frustrating since it does not tell you this until you already updated the ad and posted new pictures. Funny thing is that if I delete the ad and post a new one for the  same item the new ad will be accepted. Called ebay and they never heard of this problem.

When you say ad are your refereeing to your listings or a campaign in the promoted listing section?

I am referring to a individual listing.   So when I sell a item or i see a listing for a particular item that needs editing i will update the ad an picture if needed. This is when i get the message "internal application error" Please try again later. I will try later in the day or the next day and get the same message.  If i delete the ad and repost it will accept the new ad but it charges me the listing fee.
