I can´t send offers

I tried to send a few offers to watchers in my listings and it can´t be sent . I get this error:

"We couldn’t send 1 offer due to an unexpected error. Please try again later"

That might happen if the intended recipient of that offer has already received the maximum number of offers or is no longer eligible to receive offers for another reason.
