I cannot add a new custom watch list. Message I receive is "Maximum number of lists reached. You cannot create anymore lists." I have 50 lists, some I made, some as "wish list" ebay made for me. I am a consignment seller. I organize items I am researching for clients in these lists under their names. Can I rename a less active list. That is what I did in the old format but can't see where to do that now.

I think I have found a way to rename lists. It worked for me, but it is somewhat involved. Let me see if I can generalize it so anyone can do it. You need to view your list in the old beta format.
The first step is to look at your "all" lists using the old beta format:
[If you don't see the names of the lists under each item name, go to the bottom of the list and follow the link to page 2, and then go back to page 1. If your list is very short, you may have to change the view so that there is more than one page.]
Select an item that is on a list you want to rename, and open the item in a new tab. At the top there should be a blue band that says "Saved in your LISTNAME list" where LISTNAME is a link to your list. Select that link to open the list in the old beta format. This should give you access to the "edit" function on the right side of the "Items in your list" heading bar. Using that "edit" link I was able to rename a list, and it appears to stick when viewed in my "all lists".
There are also the old options to share your list and set whether the list is private or not, but I have not actually tried those options.
This worked for me in Firefox Quantum. I have not tried in other browsers yet.

Good to know that there is a maximum number of lists -- fifty!
I haven't found a method to change the title of an existing list under the new format. Your best bet is probably to take the items from the smallest list and add them to the next smallest. Then delete the smallest list. Now you can create a new list with a new name.
Take care if you use the "select all" checkbox to move items between lists; I did this with a large list and received a message that some items could not be moved (possibly because they were duplicate items -- watched items that ended and were subsequently relisted and watched again? Not entirely sure).

You are correct this does take a few steps and time but it worked. I could rename one of my old lists. Where did you find that link to the old format with the edit link? I have saved it very carefully. Thanks for taking the time to figure this out.
I did this in Firefox also on a Mac.

You're welcome! Glad it worked for you.
I've had that old "all lists" link set as my eBay landing page for many years -- it's so useful.

Recently, this method stopped working. I had been clicking on the link on the individual item pages to go to my lists (and see them in the older, easier to use version, as well as edit the list name) for quite a while. I never had to go to the ALL LISTS view. I just had to get to one of the items on the list that I was trying to view.
If anyone comes up with a way to change the name of our watchlists, Please post it!
