Having issues loading the CART in mobile app as well as desktop

Since the last 2-3 days i am having an issue that the CART won't load most of the times on my mobile app (Android).  Noted this behaviour on both my devices.  Further when adding an item to the cart also fails at random, and takes a long time.

Today i am noting this on the web version as well, where the cart is failing (We ran into a technical problem. Please try viewing your basket later.)

Anyone has a solution for this?

I have been blocked from my cart many times in the last year with this "We ran into a technical problem.  Please try viewing your cart later." error.  Sometimes for hours, other times for days.  I reported it often but  I'm beginning to think that the handy "Send us your comment" link is going to be their only solution to this problem.  I purchase items elsewhere and have started contacting sellers when this ongoing problem has lost them sales.  The only solution I have is not to shop on eBay.
