Having a problem with the shipping calculator. Some listings show discount rates, some retail. WHY?

I have set my preferences (in the shipping preferences) to offer the ebay negotiated prices to the buyer.

Specifically USPS.

When I click on the shipping tab in my listings, they show different amounts for flat rate envelope

I am only using "flat rate envelope" to check because it is a flat rate price regardless of location.

Some listings read $7.40 (the discounted price)

Some listings show $7.95 (the retail price)

Can anyone help me fix this?

Or know why it is happening?

I have contacted ebay and they filed a ticket whatever that means

Flat rate box, too, is fluctuating amongst the listings. Some are $7.90 and some are $8.45

This is a good mystery. I hope there's a lot of Jean-Lucs on the board today
