Handling charges not being billed to buyer on combined shipping

One of my listings for a low value item includes combined shipping by weight, and an overall one time handling charge for packaging, eBay's cut of the shipping charge, etc. Up until a short while ago, that was working fine. The last 3 or 4 orders that have come in have combined weight, but have not charged the buyer the Handling Charge.

I have confirmed in the listing that the charge is still present. It just happened again this morning, actually charging the buyer less to ship 2 items than it had charged a buyer the day before to ship 1.

Is this a known issue? Is a fix expected? I can disable combined shipping, but that will kill a lot of sales, which isn't good for either of us.

Don't feel alone with this issue. Yes it is a known issue. I've had it happen under a dozen times. One time too many, right? I've called eBay a few times. The time spent was an education each time in that sometimes eBay helped out. This last time it happened, the combined item fee was minimal and my time more valuable to not be on the phone with eBay. And recently with site tech issues and now a recent format change with the seller's unsold category (and I don't care for it)
I'll just let my written comment here be record for the tech department.
Should the missing combined item handling fee(s) become a consistent issue for me, I'll be back on the phone to eBay.
