I got scammed on Ebay and am trying to get my money back. The sellers account has been pulled. The item was never delivered. The tracking number provided is fraudulent. No package was received. I confirmed with UPS this morning that the package associated with that tracking number did go to my town but was not for me. The tracking number was for a business in town
I filed a claim with Ebay and a few hours later they responded saying the package was delivered. I tried to ask Ebay to step in stating the package was not delivered. However, I keep getting the following:

That's a common scam that eBay staff and the post office both know about. Typically, an "empty letter" is sent with tracking to a nearby business in the same zip. You will likely need some documentation from the carrier. USPS is usually quite helpful, but I don't know how UPS responds. If eBay's automated system fails to connect, you may need to contact eBay customer support directly.
