Current state: There is currently no way (that I'm aware of) to set a preference for a specific active auction to NOT allow users to bid who fall under a specific feedback threshold.
Feature Request: Allow the seller to only allow bidders above a specific feedback number. It should default to 0 but be configurable on a per-action basis.
Why? Because some people are jerks and try to sabotage an auction by creating fake accounts and spamming the auction with fake bids to drive away real bidders and waste everyone's time.
Note: Please let me know if there's a place to submit formal feature requests to Ebay, I couldn't find anything more appropriate than this forum.

They have it- anyone with a minus 1 or worse. Zero and above- will never happen. Ebay would've been done 10 years ago if nobody new could ever get started. Again...never never never. It's all about 'growth' and getting that 17 yr old to join at 18 and be an 'ebay' buyer. Not be 'blocked' because sellers don't want to deal with a newby.

I hear what you're saying.
I think it should be an option for sellers who've had to go in and manually delete bids because of fraudulent activity in their action.
I shouldn't have to worry about some kid creating 10 fake accounts and spamming my auction with fake bids.
