I am having trouble loading ebay web pages. They all appear messed up showing just text as in the attached image. I have tried using Chrome, Safari and Firefox and they all have the same issue. I have tried to clear all caches, delete saved images, etc.. but nothing helps.
Can you help?

Typically that sort of unformatted page -- often with large arrow icons displayed somewhere -- indicates a problem with style sheets not loading properly.
Quite often the problem has to do with cache or eBay cookies. If clearing cache completely and deleting eBay cookies has no effect, or multiple browsers are affected, the problem may be elsewhere. A year ago in the UK many users were encountering similar problems. It turned out that several major ISPs were using the same third party Child Safe setting that caused problems with eBay's Cascading Style Sheets (CSS). Turning off the problematic Child Safe settings or switching to a different network provider or using the eBay app avoided the problem until the faulty settings could be fixed.
You may be experiencing a network issue, or a firewall problem of some kind. If other computers on the same network are unaffected, that would point to a setting on your MacBook as the potential culprit. Possibly a firewall setting, or common browser extension causing a conflict.

I should add that refreshing the page fixes it and it isnt impacting every page

If you use firefox, turn off the enhanced protection - that's what fixed it for me on my mac book.
