Domestic and Shipping rules not updating after bulk editing

Hi,

I have been trying to set my domestic and international shipping rule is not updating. I have specified "additional items shipped for free" but when buyers buy more than one item it is charging them a shipping fee for each item, makeing me lose business among that group. They put five items in their cart and are charged 5x the shipping rate. I have tried several times. The last time was 2 days ago and I would have thought the updates would have taken place.

Is this still a problem @c574778 ? If it is, please post some item numbers here and I'd be happy to test and see what's going on, try to help you solve it.

International sales use to be around 25-30% of our business, but since ebay took over the shipping we are lucky to get 1%. It has really hurt our profits and its got to be affecting ebay's profits as well.  We tried to go back to shipping directly through USPS, but ebay shipping seems to be able to over-ridding that, so we just gave up on international sales and focus on the US.
