I have encountered a reoccurring problem with delivery dates from Chinese sellers.
Most Chinese sellers place estimates on delivery starting at 6 weeks and out to 12 weeks as a range for delivery. Generally, items are delivered before the 6 week time and that is not a problem to get your items early. The several times when the item still has not been delivered after 8+ weeks, then I would consider that LATE/LOST. However, due to ebay's rules, I can not report the item as "Not Delivered" until it is past the 12 week time period as estimated by the seller.
I believe the seller should not be permitted to estimated such a wide range for delivery (unless the item is being custom made or some other similar situation)... OR the buyer should be able to file a report of non-delivery within a more reasonable time period. I my latest situation, I believe the seller did ship the item in a timely manner (they shipped 4 days after my order was placed), and tracking shows that the item arrived in the USA in a short period of time (it arrived in USA 5 days after they sent it to shipping), but I still hasn't been delivered to me ( It has been 44 days so far) and I think the item has been lost in the mail somewhere. Meanwhile, I have been in contact with the seller and all I get is "please wait" & "confirm address" time killing type responses, and now I haven't gotten a response from the seller for 12 days. YET, I can not file a report for another 14 days.
In this particular transaction, I do not have much money involved (only a couple of dollars), but this has happened several times before and I am always stuck waiting for a very long time before I can formally complain. Then the sellers a generally slow when told to provide a refund.
I just had to blow-up and complain about this problem - - I doubt this is a Chinese scam to use your money for a couple of months interest free, because many China sellers deliver relatively quickly. However, when things do go wrong, they shouldn't have 12 weeks before having to deal with the situation.
