If you are the Buyer go to your Purchase history, file a return claim using the reason "Arrived damaged" or "Not as described - does not match pictures or description" (the latter if it was sold without damage).
Follow the steps in the claim, you will be issued a return shipping label by eBay. Use it to ship the item back.
