Clicking watch, or add to watch list, both do not do anything. This is second issue to occur today. First it will not show more than 1000 items of a search that gives 1309 results. Reported that one by phone.

Which browser or app are you using? How many items on your Watch List currently?
The Watch List has an issue that is apparent at least when using a browser -- no longer displaying the blue band at the top of an item listing to indicate that an item is saved on the Watch List. Although the band does appear when an item is first added to the Watch List, after the page is reloaded the band disappears, making it difficult to determine if the item is already on the list or not. Other custom lists do not seem to have this problem, only the Watch List does (when using a browser).
The number of search results can differ from the number of items shown for several reasons: multiple variation listings can count as more than one result, even if the listing only appears once in the results. Also, if you use the lowest price sort, you may see a link at the top that says "We removed some search results to show you the most relevant listings. View all results" -- unless you use that "View all results" link, you are only seeing a subset of the results regardless of the number shown at the top. Try counting the results before and after using that link -- the number at the top does not change, but the results shown do. Or try another sort to see all the results.

Interesting information, but how else would I view items except in a browser? And I have 12 items on my watch list. The website refuses to add anything to my watch list.

Some folks use the eBay app on a phone or tablet, which can be quite different than using a browser. Which browser are you using? I ask because Internet Explorer in particular has problems with the Watch List page -- failing to delete items, drop-down menus not working, navigating to page 2 not working. So if you are using IE, try another browser. Or try using your Summary page to view your Watch List items, which seems to work much better for IE users.
And I have 12 items on my watch list. The website refuses to add anything to my watch list.
OK, so you are not anywhere near the maximum number of items (300). You should be able to watch more items. What exactly happens when you click on the "Add to Watch List" button on an item listing? Any error message, or banner at the top of the page? Any changes visible at all?
If your usual "add to watch list" button in an item listing appears instead as a text link, try signing out of eBay and then signing back in -- that seems to help in many cases where there are problems adding to the Watch List.

I am using Firefox on a Windows 10 desktop.
Thank you for the info and help. I signed out of eBay and signed back in and the add to watch list seems to be working now.
I still am not sure why over 309 items would be duplicated enough to only cause 5 pages of items at 200 per page to be visible out of 1309 items in results. If it is not a glitch, then okay, and thank you again for your time and help.

Glad to hear your Watch List is letting you watch more items. You are welcome!
Regarding search results and variation listings, here is an example of a search that for me currently returns 37 results, but only one actual listing:
If you open that listing you will see that there are many possible item variations that you can select, and each one counts as a "result" in the search. That is one reason that the number of results can differ from the number of listings shown. If that link above provides no results, try removing the "Listings started in the last 7 days" filter shown at the top of the results -- I added that because there are currently two listings with the same name that provide a total of 69 results, and I wanted to highlight just one.
If you post a link to your search or let me know your search terms and any relevant filters or categories you are using, I can check and see if I can figure out exactly what is happening in that case.
