I tried to pay for a Buy It Now item but it didn't work. My bank account and PayPal balance have sufficient funds.
I tried using my bank card, PayPal, adding the item to the basket, using different browsers, using different devices, refreshing the page and logging out and logging back in. I also tried contacting PayPal and Ebay customer services via telephone but they are closed due to the COVID19 outbreak.
No matter what I do, I always get these messages:
1. We can't process your payment. Please select a different payment method or check your payment details including your billing address.
2. Sorry, this payment option isn't available. Here are your options:

Can anyone please help? The seller is a UK one and does not seem to be new, with 82 feedbacks.

I notice you are registered in the UK, and attempting to buy from a UK seller, but currently you are signed in to the US ebay.com site.
Have you tried making the purchase at ebay.co.uk?
How much feedback does the seller have as a seller? If the seller is new to selling, they may not have set up their account properly yet. It might be worth checking to see if you can purchase from a different seller.

I’m having the same issue with a seller here in the USA. It won’t let me purchase the item just gives me the message “We can't process your payment. Please select a different payment method or check your payment details including your billing address.” but when I go to my PayPal credit account it shows all these transactions of me trying to buy it but never goes through as a purchase on eBay.

same problem here and even when i tried to switch to bank rather than credit card, it still failed
