Cant change shipping method

I have been having a problem for last week+, where I cannot change Shipping Mode. Example: weight of item is 2lbs, but it won't let me change to Priority. Stuck in First Class. Same with new listings and when I try to edit existing items. Updated the app, tried on www.ebay.com. No difference.  Help!!!

I was also unable to list an item for sale using Firefox and Chrome browsers because the web page kept changing the shipping method back to First Class when I tried to list it.

This has been an issue for months now and I wish that I had an answer for you!!  I use "sell similar" to relist items and when I try to edit the shipping cost, it just keeps buffering.  I am sick of seeing that wheel turning.
