I have tried two different ebay accounts, two networks, three browsers, and two different devices and I cannot contact a specific seller. I can contact other sellers, just not this one. When trying to send a message to this seller I get "Oops! Something went wrong. Please try again later." I have talked to ebay support twice today and they are unable to provide any resolution or means of contact. The seller in question is a new account with 0 feedback. What is going on here? Did the seller block communications?

Usually you'll get a message saying the seller blocked comms if that's the case.
If you're trying to message the seller through a listing, try instead going to their profile or FB page and using the contact seller link and selecting "this is not about an item" - that sometimes goes through when questions through listings don't.

Is the seller NARU? Check FB page to see if (not a registered user) is next to their name.
Why do you need to contact them? There may be other ways of solving your problem.

They are registered. I need to contact them because I suspect foul play or listing the same item twice.

You don't need to contact them. There's a small report link on the right above the listing description - use that.
