Cannot create new listings

Have tried for several hours now to create new listings on my account.  Keep getting a "Well, this is embarrassing" message.  Each attempt tells me to select international shipping option, which I have already preset.

Are you getting any notification from eBay as to why?

You are not in managed payments yet, so maybe eBay are transitioning you, but they would normally advise you of this.

How do you know if I am or are not not on managed payments with a score of zero?

No need to be rude, I just looked at your listings, and was offering up a possibility, why so nasty?
