Cannot change "shipping carrier" only when processing Return

For a return, if you forget to set the "shipping carrier" correctly, and try to go back and change that without changing the "tracking number" it will give an error saying the tracking number is already in the system.  But the shipping carrier is still not updated.  This can prevent the customer from correctly processing their return since it will never be marked as recieved.
