Cannot Cancel an Order (without payment method added) as noted in the title.
Adding payment method is not working, (reported on another thread) therefore cannot refund a canceled order.

According to this page:
You should be able to add a payment method here:
https://ppcapp.ebay.com/myppc/wallet/list
Or through Seller Hub.
Try adding a payment option using another browser or the eBay app.

It is not working to add a payment method during the order refund or cancellation process.
I have tried all ways, very tech literate. It is definitely a bug... but of course, I foresee my account getting suspended due to the transaction timeline not being met by eBay standards before they actually discover the bug. Lovely.

Make sure you are signed in to the same eBay account, then try adding a different payment method to rule out a problem with your specific payment method.
If that does not work, I suppose you will have to contact eBay to add a payment method and cancel your transaction.
