Why can't I checkout and pay for item using paypal. Always show error not availible?

Having the same issue. Got it to go once. Checkout didn't pay for some of my items. Paid for $17 worth os stuff. Bank was charged $7. ?? Went to go order the rest it booted and now error. Error. Try another card **bleep**.
