Can't make payment from Paypal balance in Checkout

I'm trying to pay for an item. In ebay Checkout it is offering me only one option as a payment method. It is offering me only my credit card for payment. There is no option showing in Checkout to switch to paying from my Paypal balance. I've been on ebay since 1998 and have never seen this before. My Paypal settings are to use my Paypal balance first before going to the credit card as payment. We had made a purchase using our credit card for payment several days ago. Usually there is a means of switching between Paypal balance and credit card but this time there is no way to switch back to Paypal balance.

Never mind. I called CS and learned that the seller does not accept Paypal. That was the reason for why it was only offering me the option to pay by credit card. Hadn't had that happen before. Husband had bought the item and didn't notice that the seller does not take Paypal.

I'm finding none of the payment options are working. I have PayPal too. This was not working so I entered two credit cards and neither of them worked either. I logged out then logged on a different device with same result. So it won't accept my checking account, PayPal or credit cards (???) There is no way within EBay to trouble shoot.
