Can't access QUARTERLY SHIPPING COUPON page!

When I go to Subscriber Discounts page and click See Details under Shipping Supplies, I'm not taken to the coupon page. Clicking simply reloads the same page - rather like an infinite loop.

Yesterday (8-14) I was taken to an Oops can't load type page all day. Today we have the loop page.

Please HELP! I need that coupon. THANKS!

P.S. Just tried the eBay Seller Capital & Frooition links on the Subscriber Discount page and they don't work either...get the same loop action.
