Buyers can open Item Not Received cases when they never paid for the item!!!!

This is ridiculous that such a major site-wide system error is allowed to happen.

This is insane, and given Ebays more hostile attitude towards correcting seller account problems, every seller can be affected by this.  Its bad enough now that sellers will be hammered if the post office is late, its bad enough now ebay is estimating delivery times apart from the carrier, to damage seller account health metrics in new and exciting ways.  But now buyers who can already violate INAD policy without consequences, who can bypass the new immediate payment policies even when ebay assures the seller they will be paid immediately without consequences, now buyers can open an INR case against a seller when no item has been purchased.

I guess they don't care yet again if seller accounts are damaged by this.  They also don't care its another potential avenue for scammers to exploit and leverage against sellers.

That isn't new.

Ebay can tell if a buyer doesn't pay through Ebay, but they have no way to tell if the buyer paid off of Ebay.

What if the buyer paid using a money order or check and the seller didn't ship?

Its very clear you did not watch the video.  You don't have any idea what severity of a problem this is to sellers and its clear you care nothing about it.
