I have heard from several buyers this last weekend that they have tried to request a total for combined invoices and it doesn't work / go anywhere and I certainly didn't receive it so they purchased the items separately (thinking I don't offer this option) and then want a refund for excess shipping. Fine...NP. HOWEVER, I am charged ebay and paypal fees on the total amount of the sale so refunding them doesn't get me any money back on the fees. This happened about 3 times this weekend and it's worked before. Nothing in Technical updates, nothing in announcements. Is this a way to just get more fees or is there a glitch. 2 calls to ebay gets an "IDK".

This happens routinely for me. Buyers are seldom able to request an invoice. I refund what they would have received as a combined discount less the eBay and Paypal fees. It's not worth my time to chase eBay, and the buyer is still getting a discount, just not a big as they would have if the combined shipping or request invoice worked properly.

Normally, you have to call ebay to get refunds for fvf on refunded shipping excess.....it doesn't come automatically.......

I call every quarter for the credit. Oh, and I have been doing it for the last one and one half years. It happens (from what I was told) only on the mobile apps/site, not on a desktop site.
From my experience, make sure when you go to paypal to make the refund, you put in the message, excess shipping. Then you will also need the PP transaction number of the refund, as well as the the amount of the refund. Lastly don’t forget that it costs YOU money to send the refund, and I include that as well. Last quarter it was $125.00+
So I create a spreadsheet showing the eBay item numbers, to sell price, the amount of the refund, the FVF amount due, the cost of sending the buyer the excess back, and the PP id for the refund.
EBay is not in a hurry to change it, as most sellers are not going to worry about the FVF on the shipping. If its $10.00 you refund, that’s a FVF of $1.00. Income for them!
For some, present company excluded, it’s not worth their time!

An Ebay supervisor just told me the Request Combined Invoice will NEVER work if any of the lots bought have a quantity discount feature. If you offer a set % discount for buying more than one of the same item & your buyer has bought even one of these, the Request Combined Invoice will not work. Period.
Ebay doesn't mention these flaw anywhere I have seen. Nice...
