Buyer Requirements

Why was a person with no previous buys or feedback able to bid on an auction which she now won't pay for when I've specified in my "Buyer Requirements" that I won't accept bids from someone that falls into that catagory?

There is no buyer requirement setting that will block all zero-feedback bueyrs.
