Blue FEEDBACK Button Does Not Work

When I fill out the feedback form, then lastly go to the blue feedback button to click it, the button is a faded blue (not the usual vivid blue), a red circle with a slash through it appears, and the button is un-clickable. I have not been able to leave feedback for sellers for almost a month now. Has anyone experienced this problem with a non-functioning feedback button? 

Over the past weeks, I've signed out and signed in with different browsers. Turned off my computer, cleared browsing data, and contacted eBay customer service, repeatedly, and nothing helps. So here I am. Can anyone here help with this problem? Thanks, in advance.

Not sure if this will help but did you click the Positive, Neutral, Negative button first, then write a comment?  Sometimes if I do this, when I go to click Leave Feedback it is grayed out, so I have to click the Positive, Neutral, Negative button again, even though it is clearly showing blue that it has already been clicked.  When I click it the second time, for some reason, the Leave Feedback can then be clicked.

Typically when the blue button does not turn blue but remains faded, it is because the user not selected a positive, neutral or negative option, filled in text in the comment field, and selected star ratings. All must be done for the button to turn blue.

Since you say you have tried in multiple browsers, I am trying to think of what else might cause that to happen over and over again for multiple items, and not coming up with anything.
