BUG: Notification Delivery Format setting has no effect; all are HTML with graphics regardless

The "Notification Delivery Format" setting under "Communication Preferences /Delivery Options " has no effect; all notifications/emails I receive from eBay are HTML with graphics regardless of this setting.
