I signed into both US and Canadian eBay sites, but the “all lists” option has vanished. Like many, I have watched items divided up into several different subject or theme lists. Since the total is more than 200, the regular watch list isn’t useful to us. So, we go to “all lists.”
I’ve noticed that this has been a problem in the past, too. I am assuming that this will be fixed this time, too? Or is this a way to discourage purchasing or limit watching?

Does anybody know if this is a problem that Ebay will correct.
Only eBay can say for sure, but you should probably proceed under the assumption that the All Lists page is not coming back.

You can navigate to your Watchlist page and click the "tell us what you think" link in the upper right corner to express your concerns. Hopefully they will fix it eventually (again) once enough people speak up.

I can't operate on ebay without the 'All List' page, ebay will lose my custom!

I've been using the link that you posted, lo these many moons ago, for this entire time. It was the way that I kept tabs on *everything* that was closing in any 24-hour period, all at once.
I guess that, so long as eBay has ad revenue to fall back on, they're willing to put buyers through the ordeal of spending three times the effort to generate half of the previous level of sales. If anybody who actually works for eBay sees this, PLEASE tell the Development Team to put the 'All Lists' option back!

One more way to decrease the use of auctions and push buyers towards buy-it-now listings. My use of eBay will decrease as the ability to find good deals diminishes.

Several months later and still no correspondence from eBay on the issue, let alone a fix...
