That is just an alphabetical list of countries, and Afghanistan happens to be first. The country shown there only matters if you are trying to limit your results to one country and you select the radio button in front of that entry, otherwise you can ignore it completely as it has no effect on your search results.
If you mean you are unable to actually choose another country when searching, try another browser to see if that makes any difference. I seem to be able to specify either "Located in" or "Available to", but not both at the same time.
