Adding new checking account for payments will not work at final verification screen

I am trying to switch checking accounts for payouts and when I get to the final screen to verify the old bank account number I get the message below "Something went wrong. Check everything is right below" when I triple checked the account number and it is correct.

Make sure you are using the correct ACH routing number for your checking account. This is not necessarily the same number that is on your checks.

One possible thing to check: make sure you are clearing the account number field completely when entering a new number. Be sure you are not copying and pasting any hidden characters; try entering the number directly without spaces, dashes or extra characters.

And, of course, make sure your name and street address associated with the checking account matches your eBay account exactly.

I completed these steps and still no luck, I get the error message at the very end when it asks me to confirm my full old associated account number before switching to the new account.
