Typically when that happens you have to contact eBay to demonstrate that you are the original account holder.

If nothing else works, try this link between 5am to 9:30pm Pacific Time:

I called in, I was told that my acct. was flagged for potential fraud.

No one on these boards can answer that question, "when will it be opened". We are not eBay employees; we are other buyers and sellers that help with suggestions on how things work or what might need to be done.
