Account is not permitted to change address

I created account in Vietnam, and have moved to Germany more than a year.

My account had several successful purchases in Germany.

However, when i want to sell an item, I got an error which my account is based in VN.

 I tried to change but could not proceed.

Always got this error code e253526-1183635x.

Please help!

Open a new account using your Germany address.

With eBay's payments system you cannot, as a seller, change your country. You'll have to open a new account for selling as suggested by kensgiftshop.
