Dear friends,
I'm a buyer and I'm trying to send a message to my seller via the Resolution center. I'm doing it from my notebook in the same manner and from the same IP as my previos communication with the same seller. But this time I've received the following notification:
Access Denied
You don't have permission to access "http://www.ebay.com/res/ItemNotReceived/SendMessage?" on this server.

I tried many times in last 3 days with the same result, except that the last part after the "Reference #18.36" changed from time to time. However I have access to all other functons of eBay and can send messages via [My eBay: Messages]. How can I resolve the problem?

I notice you are registered in the Azerbaijan Republic -- I don't know if your problem is related to this, but it may be a complicating factor. Do you normally use ebay.com in the US for your transactions, or do you use another country's site?
Are you still able to contact your seller using the link in your purchase history page, or on the individual item page?

Thank you for your response.
I use eBay in the US normally from Azerbaijan about 6 or 7 years with no problem. And I continue to use it now and I have access to all means except the one that I described above.
I could not send a message to my seller from the "Purchase history" page because when I opened the request case the item was removed from the "Orders" list and placed into the "Requests" list. However I was able to send it from the bought item description page.
So I think the country is not the reason.
