Accepting Offers Not Working

Every now and then I go through my listings and click on the "Send Offers" button for items that I am willing to take less on. I've had good luck with sales this way, but a couple of times now, people that received the offers have told me the computer won't let them purchase the item at the offered price.  I make the offers via my computer; does anyone know if you have to be on a phone to purchase? Any clues?

I use a computer to send offers to Watchers as well.

I have only had 2 sales, but I do not know if the buyer used a phone or a computer to make the purchase.
