Pages loading with lots of unformatted left justified text, with a few images and large icons are generally a sign of style sheets not loading for that page.
Try another browser as a test; if pages load fine in another browser, try clearing cache and possibly deleting eBay cookies in the original browser.
In some cases, a browser setting or extension can cause a similar issue, so if none of the previous helps, try disabling enhanced tracking protection, or temporarily disabling extensions.
In rare cases a network issue can cause similar problems.
