i want to know how i start promoted listing

Hi there are three kinds of PL
Express for auctions
Standard- which most know as PL
And Advanced which is Pay per Click
You probably want to start with Standard

If you're a new member of eBay, you may know Promoted Listing a few days later while you are selling. Otherwise you will be overwhelmed to get eBay support

You have to wait at least 60 days or somewhere close. I cannot use promoted listing and I'm not new but since I've been gone for awhile I have to abide by those rules myself. 

In the meantime, you might as well build your reputation/feedback by selling what you can and shipping out stuff quickly. Good luck.👍

If you are an Above Standard or Top Rated seller, you can use promoted listings.

It's on the listing page before you publish the listing you can add for promoting it as you prefer. 🙂
